Laws for loading & discharging of of flammable & explosive goods

1- The captains of ships that carry dangerous goods are bound to inform the port of the type, amount, the place of storage and the name of the consignee or the shipping agency before arriving at anchorage. 

2- The shipping agent is bound to formally inform the port of the above information as well as others such as whether the goods are for one-way transport or whether the ship arrival has been informed to the consignee. 

3- Dangerous goods are as follows: 

Class 1: Explosive materials

Class 2: Condensed, liquid or under pressure gasses

Class 3: Flammable liquids

Class 4: Flammable solids, liquids and flammable damp gasses

Class 5: Oxidized materials and peroxides

Class 6: Poisons and the derivatives

Class 7: Radioactive materials

Class 8: Assimilating acidic materials

Class 9: Other dangerous goods 

4- Packages barrels and containers containing dangerous good should be packed and marked according to international standards. 

5- Loading & discharging of flammable and explosive materials are possible only by port special permission. The operation should be done in the presence of a port officer and one of the ship officers. 

6- Each ship that carry explosive and flammable materials for loading and discharging on quay or at anchorage should raise a red flag of a 5 m2 surface above the front mast. For the nights instead of the flag a red light should be lit in a way that lighten the horizon by 360o. 

7- Each ship that carry explosive and flammable goods for loading & discharging should not lit any fire except for the engine room, which should also be controlled. In this condition, smoking is strictly forbidden. 

8- During loading & discharging of explosive and flammable goods, a group of port firefighters should be settled at site. Also, an officer in charge should attend the site on behalf of the captain. All firefighting equipment as well as the staff should be in a state of readiness during the operation. 

9- All vessels including ships, boats and buoys that carry explosive goods are not allowed to movement in nights. They can move during sunrise up to the sunset and should raise the red flag of item 6. 

10- During loading & discharging of explosive goods from vessels; the holds, stairs and the deck should be carefully cleaned. Wearing shoes with buttons underneath or with finger iron cover is forbidden. 

11- Explosive goods should not be handled in port areas and warehouses at nights. The weight of the said goods for storage in each buoy or boat should not exceeded 20 tons. 

12- The persons that are under alcoholic or narcotic impression are not allowed to attend on board, at quayside on buoy or boat that are involving in loading & discharging operation. 

13- Hold hatches of the ship, buoy or boat that contain explosive goods should be controlled exactly. In stevedoring operation the hatch of the only hold that are under operation should be opened and the others should be closed and protected. 

14- The flammable and explosive goods that are not loaded and discharged directly should be discharged and kept in the buoys. 

15- The flammable and explosive goods should not be kept at quayside and port area. 

Laws for ships that carry dangerous oil goods

1- By dangerous oil goods we mean crude oil that is distilled and refined or other oil that obtains from distillation of carbon materials and which inflammation points are equal to crude oil, benzene and gasoline or inflamed in less than 73 Fahrenheit degree.

Bulk petroleum oil, which belongs to the same category, is the amount more than 10 gallons or 45.5 litters. 

2- Non dangerous oil goods are allowed to enter port area before obtaining port written license. This license will be given in case the arrival time, manner of stevedoring and handling in port area have been announced. 

3- Oil dangerous materials should be handled in port area according to the issued license and in the specified places. 

4- During Loading & discharging of dangerous oil goods, the hatches of the holds that are not involved in the operation should be closed and no vessel should be near the ship or berthed against it. 

5- During Loading & discharging of ships, buoys and barges that carry dangerous oil goods, a port firefighting team should be at the quay and the operation should be done in the presence of a responsible officer from the ship or the person in charge of the buoy or the barge. The ship firefighting installations and equipment should also be in a state of readiness. 

6- No dangerous oil good should be handled in bulk, barrel, or small tin containers. They should be transported in tankers or special vehicles with the necessary safety tools. 

7- Buoys and barges that carry dangerous oil goods should never carry of more than 150 tons of these goods (even with the observance of the conditions in item 6). 

8- Dangerous oil goods that are carried in barrels or small tin containers should be inspected by port inspectors before stevedoring operation and be assured of their soundness and safety. In case of leaking they should be separated and necessary action should be taken to prevent them from leaking. 

9- All the equipment and pipes that are used for loading & discharging of dangerous oil goods should be inspected before the operation for any leaking or deficiency. 

10- Smoking is strictly forbidden for the crew of these vessels and they are not allowed to set fire for cooking or any other purposes. Carrying matches or lighters in also forbidden.

In case of disseverance, they will be dismissed from the port and their traffic cards will be nullified. 

11- Barges and buoys that carry dangerous oil goods should stay at specified places by the port and should raise a red flag engraved the letter "B" in black or white in a height more than 4.5 meter from the deck with a surface of 1 * 0/8 m2 . 

12- All vessels that carry dangerous oil goods in bulk should be mobilized with cutting off valves. 

13- Entry of anyone who is under the alcoholic or narcotic impression to the deck or holds of vessels that are under stevedoring operation of dangerous oil goods is dangerous and strictly forbidden. 

14- All the hold hatches of buoys that carry dangerous oil goods should be closed during movements or stay at port and the deck should not be covered with these materials.
