Loading and discharging of vessel can be done in harbor and anchorage of port.
1- The vessel which is being loaded and discharged in the harbor of port need to get the written permission of port office before discharging. And after presenting of load counter on the vessel, they can start loading and discharging.
2- The vessel which is being discharged in the harbor inside lash, all the responsibility of any deduction, breaking and being wet is by chief or agent of shipping line.
3- The port responsibility for loading and discharging start from the time that grabs of crane is moving down at the harbor or the cargo which is ready for loading is being moved by the necessary tools.
4- Loading and discharging of the vessel start from the time that all quarantine formalities such as humanity, animal and vegetable have been finished and the load counter of port and shipping lines are presented at the harbor in the case that the necessary operations according to the laws of ship arrival have been done completely.
5- None of the vessels that are going to be discharged, are not allowed to berth before finishing the laws of ship arrival and the port office do not undertake any delay.
6- The working time of port office for loading and discharging of the vessel regarding type of cargo is as below:
6.1. The ships carrying break bulks (wheat, barrel...) which is being berthed in private harbor, is round-the-clock.
6.2. The ships carrying containers and berth in terminal harbors, is being discharged in two work-time, each 8 hours (16 hours), and the third work-time will be as per the written request of shipping line's agent or good owner (except national holidays and Friday). In the case that shipping line's agent or good's owner send a written request, discharging in the national holidays and Fridays are possible and then overtime charges will be calculated.
6.3. the ships carrying especial or general cargoes, is working just one 8 hours work-time, except national holidays and Fridays and the second work-time will be done as per the chief or agent of shipping line.
6.4. The daily working-time of port office is 8 hours a day and the ships which are discharged more than 8 hours, should pay over time charges according to port office tariff.
6.5. The begin and the end of 8 hours working time is not the same in winter and summer. And port office will arrange this period as per other organization and will inform it officially.

7- For the ship's loading and offloading operations which is done out of time working, should calculate over time charges for per vessel.
8- During loading and offloading, all the warehoused which is going to load / offload the cargo should be active and if there is any mechanical problem in any of the systems or units, shipping line's agent or the Capitan of vessel should inform the same immediately to the related authorities presented at the harbor, and if repairing take more that 3 hours, should find the equipment of off/ loading. Otherwise they have to pay fine.
9- For transshipping cargo from one vessel to another vessel directly, the written permit of port customs is necessary.
10- Transshipping cargo from vessel to warehouse, and then loading to another vessel, needs written permit of both port customs and authorities.
11- Output of discharging cargoes from vessel should be equal with (regarding type and number of cargo) the price is determined by port office and is informed to contractor. Other wise, the vessel may not being permitted to use the harbor or have to pay find fine equal with the balance that cargo is discharged less.
12- In discharging cargo from the vessels or loading from harbor, should use equipment of off/loading regarding type and volume of cargo.
13- Discharging the cargo from vessel should be done as per its party. …
14- The people's which are chosen for discharging and loading or load counting the cargoes by shipping lines, should be well-experienced and professional in this regards, other wise the port office have authority to refuse working then at the port.
15- During all procedures of off/loading, an authorized person should be presented on the vessel or at the harbor and it is necessary that this person to be introduced with a written and official letter by shipping line or good's owner to the port office authorities before discharging or loading.
